CIVIL CONTRACTS CONSULTATIVE GROUP

The Civil Contract Consultative Group (CCCG) was established in April 2008 after the Legal Services Commission (predecessor to the Legal Aid Agency), the Law Society and Ministry of Justice agreed a way forward following the Court of Appeal’s judgment in 2007 on the action brought by the Law Society regarding the Unified Contract. This was to establish a consultative group to review the fee schemes and other provisions for new contracts in 2010. Meaning collaborative working and improved dialogue between the LSC (now LAA) and providers’ involvement in reviewing fee schemes etc.

The ACL Legal Aid Group joined the CCCG in May 2014.

The current Terms of Reference of the Group:

The purpose of the Civil Contracts Consultative Group (CCCG) is to:

  1. Assist in developing a partnership approach between the Commission and contracted providers.
  2. Provide Civil Contract holders (and Representative Bodies) with a forum to raise important operational / contractual issues on behalf of their Civil Contract holder members
  3. Consider the operational impacts of planned (or proposed) changes to legal aid policy, in particular following the implementation of fee schemes/operational policy.
  4. Consider developments within the Family / Civil Justice Systems generally and discuss how these impact on, and can be handled, within the contractual and regulatory framework.

The CCCG meets every two months and is jointly chaired by the Legal Aid Agency and the Law Society.

  1. Legal Aid Reform Implementation
  2. Implementation Delivery Programme (IDP) (principally CCMS)
  3. Operational delivery update supported by a written report to be circulated before each meeting
  4. Commissioning update
  5. Analysis of changes in legal aid volumes and values, by category of law. (Every other meeting)
  6. Feedback from representative bodies
